I assume it is a KKK march. Black cop protecting the rights of the KKK and keeping them safe from KKK protesters. He is looking at the kid with what must have been a ton of thoughts and feelings from thinking the kid was cute, to pity, to anger to thinking he could simply apply some natural selection.
